ORDINANCE NO.
1765
AN ORDINANCE TO ESTABLISH STRUCTURAL
NUMBERING IN ST. MARY PARISH AND PROVIDING PENALTIES FOR THE
VIOLATION THEREOF.
SECTION 1:
Structural numbering is hereby established in St. Mary Parish. It is
made the duty of each and every property owner to number or have
numbered with Arabic numbers not less than four inches in height,
every residential (single family, multi-family, trailer, apartment
and apartment complex), commercial or industrial building. The St.
Mary Parish E911 Communications District will assign the number.
SECTION 2:
All numbers shall be composed of individual digits a minimum of
four inches in height and shall be posted on the building in such a
manner as to be read from the street, avenue or public way. If the
building is not visible from the roadway, the mail box or other
means of visible posting must be numbered with reflective numbers a
minimum of two inches in height on both sides of the posting or
mailbox. With respect to apartments, all apartment buildings must
have approved numbers, plus numbers or letters on each individual
door or within four inches of the door on the wall. On new
structures or buildings, numbers shall be posted prior to
installation of telephone service. The above and foregoing
notwithstanding, nothing in this article shall permit the
installation of signs on a public right of way.
SECTION 3:
Violation of this article shall be a misdemeanor and shall be
punished as follows:
For a first offense,
a fine of not more than $50.00.
For a second offense,
a fine of not more than $100.00.
For a third or
subsequent offense, a fine of not more than $200.00.
Additionally, a person convicted of a
violation of this ordinance shall be assessed the cost of
prosecution. However, upon presentation to the St. Mary Parish E911
Communication District showing pictorial proof of compliance within
thirty (30) days of issuance of a summons that the addressing
posting requirements have been complied with, the St. Mary Parish
E911 Communications District shall request that the prosecution of
the person issued the summons be dismissed.
SECTION 4:
If any section, part, paragraph, sentence or clause of this
ordinance should be declared invalid or unenforceable, such
invalidity or defect shall not affect the remaining sections,
paragraphs, parts, sentences or clause hereof, and, to this end, the
several provisions hereof are declared to be servable.
This ordinance shall become effective and
be in full force upon publication in the official journal of the
Parish.
This ordinance having been offered and
read on this the 25th day of April 2007, having been
published in accordance with law and having been heard in a public
hearing in Franklin, Louisiana on the 23rd day of May
2007 was adopted by the following vote on the 23rd day of
May 2007:
AYES: Joseph Davis, Charles Middleton,
Michael Domingue, Kenny Alfred, Steve Bierhorst, Keith
Leonard,
Kevin Voisin, Charles Walters, Gary Duhon, Peter Soprano and Albert
Foulcard.
NAYS: None.
ABSENT:
None.
